The Boca Raton Police Athletic League is guided by a dedicated Board of Directors committed to advancing our mission of empowering youth through athletics, mentorship, education, and community engagement.
Comprised of community leaders, business partners, and passionate volunteers, our Board provides the leadership and oversight necessary to ensure Boca Raton PAL continues to make a lasting impact on the children and families we serve.

PRESIDENT
Tom Vladimir, has served on the Boca PAL board for over 17 years and as of July 2026 was appointed President for a second time. He is the owner of Runner’s Edge, Inc, and Tennis Anyone in Boca Raton and also executive director of the Runner’s Edge Foundation. Tom grew up in Mercer Island, Washington and attended Emory University. Tom was the head Cross Country coach at FAU in 1995-97 and has run many marathons all over the United States. Tom has two kids Ryan and Andrew.

Originally from NYC, Elvis Crespo began his professional career at the age of 21 as a boxing consultant. He has worked with world class promoters and fighters in global boxing arenas and has arranged matches, venues and broadcasting agreements with networks like ESPN, USA and Showtime.
Some of his fighters have achieved very high domestic rankings as top tier competitors. From 1998 – 2012 he was a part-time supervisor for international trade shows for JCK Shows. Elvis’ success comes from showing his clients a passionate, positive, enthusiastic approach that focuses on discipline, motivation and direction to produce winning results. Elvis has been on the Board of the Boca Raton PAL since 2014.
When not traveling extensively, he can be found at the BOCA PAL gym encouraging our student athletes to excel in every aspect of their lives.

Gary Giannone was born and raised in New York, After high school he attended SUNY/Farmingdale. He has been involved in amateur boxing and mentoring at risk youths since 1978 and was a member of USA Metro Boxing, NYC Golden Gloves and NYC Kid Gloves. In 2006, after retiring from the New York City Fire Department, Gary and his wife Janet moved to Boca Raton. He soon found his way to the Boca Raton PAL and began volunteering to help train boxers. Most nights he can be found at the PAL gym working with the kids. He became a member of the Boca Raton PAL board of directors in 2012.

Treasurer
Prior to relocating to Boca Raton in 2014, Laureen was a long time New Jersey resident. Laureen worked as a small business bookkeeper in the metropolitan New York City area before starting Confident Bookkeeping Services in 2016. She is dedicated to helping her clients fully understand their financial positions in order to achieve their business goals. She has been a member of the Greater Boca Raton Chamber of Commerce since 2016, serves as an ambassador and is involved in the many charitable organizations including The Golden Bell Education Foundation and Habitat for Humanity. She enjoys giving back to the community that she lives, works and plays in. She was invited to join the PAL Board in August 2021, and was originally appointed Treasurer in February, 2022.

Chris graduated from Stony Brook University with honors in May 2007 with a Bachelor’s of Science in Health Care Management and received his Master’s degree from the New York Institute of Technology in Clinical Nutrition. Chris currently teaches in the psychology department at Nova Southeastern and is a candidate for a PHD in Health and Human Performance.
Chris has trained at the BOCA PAL as a professional boxer since the spring of 2015 and has been a Boca Raton resident since 2016. Chris is the Former WBO Super Lightweight World Boxing Champion, as well as the ISKA and WKA World Kickboxing Champion. With over 18 years of professional fight experience, he has been featured on HBO PPV, HBO Boxing After Dark, PBC on Spike, ESPN Friday Night Fights, NBC Sports, ESPN+, TRILLER, and DAZN. Chris is the President and CEO of Chris Algieri Boxing, Inc. and Chris Algieri Fitness Nutrition, Inc. Chris joined the Board of the BOCA PAL in March of 2022.

Guy Fronstin has been a Florida resident since 1975 and a member of the Boca Raton PAL Board for more than 10 years. He graduated from Tulane University and Nova Law School. Between college and law school Guy lived in Aspen Colorado and worked for the Aspen Ski Company. He is the author of a book that is still in circulation entitled College: Maximize the Opportunity. Guy entered law school knowing he wanted to be a criminal law attorney. While in law school Guy was one of 12 Certified Legal Interns for the Palm Beach County’s Office of the State Attorney and the only intern hired at the conclusion of his internship. During his four years as an Assistant State Attorney, Guy handled cases from the smallest misdemeanors to the most serious felonies plus he held leadership and training positions.
Guy was hired away from the State Attorney’s Office to work as an Enforcement Attorney in the securities industry for FINRA (formerly NASD). Subsequently he opened his own criminal defense firm with offices throughout Florida and he handles cases in State and Federal Court throughout the United States. He has handled countless trials and more than 10,000 cases including many cases that received national and international media coverage. Guy has been the recipient of numerous local and national awards and he has held Board and Committee positions with numerous charitable organizations.

Harvey Wachman joined the Board of the Boca Raton Police Athletic League in August, 2018 and is originally from Rockland County, New York. He retired after more than 30 years as commodity broker/trader on the floors of the New York commodity exchanges where he designed and managed floor and clearing operations for several global trading entities and served on the boards of directors of several exchanges.
Harvey was specially appointed and fully sworn as a Deputy Sheriff/Consultant to the Office of the Sheriff of Rockland County New York for 25 years and worked on matters of administration, supervision, public relations and special communications and safety.
He is a Life Member of the NY State Fraternal Order of Police, the International Police Association, the National Sheriffs Association and the Florida Sheriffs Association (honorary). He formerly served on the City of Boca Raton Downtown Advisory Committee and the Business Improvement District Steering Committee.

Program Director
Officer McGarry has been a police officer for 25 years and has served with the City of Boca Raton for 22 years.
Throughout his career, Officer McGarry has remained connected to the mission of PAL and the positive impact police officers can have when mentoring youth. He helps lead Boca PAL with a renewed focus on structure, mentorship, discipline, accountability, and positive role models.
When he is not at PAL, Officer McGarry serves on road patrol, where he patrols Boca Raton’s neighborhoods and regularly interacts with residents, families, and youth throughout the community.
As Program Director, Officer McGarry is committed to helping Boca Raton’s youth develop respect, responsibility, teamwork, and accountability both inside and outside the gym. His goal is for every PAL participant to become an example in school, at home, and in the community.

Assistant Program Director
Georgios Savvidis serves as Assistant Program Director and boxing coach for Boca PAL, dedicating his time to helping local youth grow, build confidence, and succeed. He brings a unique combination of elite athletic experience and public service to his leadership roles within the program.
As a former 2018 Golden Gloves Champion in the light heavyweight division, Georgios brings real-world championship experience straight to the gym. In his training sessions, he teaches kids much more than just how to box, focusing heavily on building the mental toughness, discipline, and self-esteem they need for everyday life.
Outside of PAL, Georgios protects and serves the community every day as a police officer for the City of Boca Raton. This role allows him to build strong, trusting relationships between local youth and law enforcement, which is a core part of the PAL mission. Whether he is managing programs and operations as Assistant Director or coaching our athletes in the gym, Georgios is fully dedicated to helping Boca Raton’s youth reach their highest potential.
